(a) The department shall develop recommended measures for corrective treatment of juvenile delinquents requiring differing corrective techniques and to assure the availability of appropriate facilities for them, the department shall plan with and offer a recommended program of coordination among existing public and private institutions for the development of specialized programs of re-education, treatment and rehabilitation and shall establish and operate any additional facilities needed.
(b) Using actual costs of maintenance and service to juveniles as the basis of calculations, the department, in consultation with the training schools, shall establish rates of care to be charged by the training schools to the counties and to the departments of public welfare of cities of the first class.
