In no case shall duplicate payments be made on behalf of an aid to families with dependent children or general assistance child. Notwithstanding any provision of this act, a child, formerly in the custody of a parent or other caregiver who is no longer exercising care and control of the child, shall be eligible for expedited authorization of cash assistance benefits.
