The department shall not provide in any manner specific grants or assistance to any person to pay for or offset the cost of such person's moving expenses, except when the move is necessary to secure gainful permanent employment or is required due to a verifiable health reason. Assistance shall not be provided to any assistance unit for more than one move in any twelve-month period, and shall not exceed two hundred dollars ($200).
