The department may appoint a protective payee to take charge of the expenditure of assistance granted any person under this article when, consistent with Federal regulations, such protective payee is necessary. In any such case, payment shall be made direct to the protective payee. A protective payee shall serve without compensation, and shall be subject to such rules, regulations and accounting as the department shall prescribe.
Wherever possible, the protective payee shall be a public child welfare agency.
