In any proceeding in any court of common pleas under the provisions of this article, the court shall have power, on its own motion, to appoint an auditor to take testimony in such proceeding and make report thereof, together with his recommendations to the court. The compensation of such auditor shall be fixed by the court and paid as the court may direct.
