Whenever the current funds of the institution district of any county of the third class shall be exhausted, the county commissioners of any such county may, at any time during the last nine months of the fiscal year, transfer from time to time to the account of the institution district, any county moneys which, in the opinion of the county commissioners, will not be needed during the current fiscal year for general county purposes, and the county money, so transferred, shall be available for expenditure by the institution district in the same manner and for the same purposes as if raised by taxation for institution purposes, including the payment of any temporary indebtedness of the institution district.
