No person now or hereafter confined in any public institution outside of the Commonwealth of Pennsylvania shall acquire a legal settlement in this Commonwealth or in any county in this Commonwealth by virtue of the establishment of a residence in this Commonwealth of the husband, wife or parent or parents of the wife, husband or the minor child, as the case may be.
