This compact shall apply only to patients who either are in institutions maintained by the Commonwealth of Pennsylvania, having been duly and properly committed or admitted pursuant to laws of the Commonwealth of Pennsylvania or whose admission to an institution maintained by the Commonwealth is being sought by a sending state pursuant to this compact, and shall not in any case apply to any patient of a private licensed institution.
