The persons who on the day immediately preceding the effective date of this act were members of the governing body of the Port of Pittsburgh Commission established by the act of December 19, 1990 (P.L. 827, No. 197), 1 known as the Port of Pittsburgh Commission Act, shall collectively be deemed to be the governing body of the Port of Pittsburgh Commission for all purposes of this act and shall have full legal capacity to act as such and exercise all of the powers, duties and functions of the commission pursuant to and in conformance with this act until such time as a quorum of the initial appointments authorized to be made to the governing body of the Port of Pittsburgh Commission occurs.
