Upon the neglect or refusal of the supervisors of any township to carry out the instructions, rules, and regulations of the township commissioner of the State Highway Department, 1 then the township commissioner 2 of the State Highway Department may withhold from such township the amount to which it would otherwise be entitled for the year in which said neglect or refusal occurred.
