Repeals are as follows:
(1) The General Assembly declares that the repeals under paragraphs (2), (3), (4), (5) and (6) are necessary to effectuate this act.
(2) Section 312 of the act of December 31, 1965 (P.L. 1257, No. 511), 1 known as The Local Tax Enabling Act, is repealed insofar as it is inconsistent with the provisions of section 351. 2
(3) The act of March 11, 1971 (P.L. 104, No. 3), 3 known as the Senior Citizens Rebate and Assistance Act, is repealed.
(4) The act of July 5, 2004 (P.L. 654, No. 72), 4 known as the Homeowner Tax Relief Act, is repealed.
(5) 53 Pa.C.S. Ch. 89 Subch. B 5 is repealed.
(6) Any act that provides for a register of municipal and school district withholding taxes is repealed insofar as it is inconsistent with the provisions of section 351.
