The board or commission shall arrange the names of the persons on any eligible list according to their percentage, and shall certify to the appointing power, upon request, the four names standing highest on said list, and the appointing power shall appoint any one of such four persons in like manner as other appointments are made, except as hereinafter provided in the case of honorably discharged soldiers, sailors and marines.
