The moneys so appropriated shall be used and expended solely and exclusively for the support, maintenance, discipline, and training of said company, battalion, regiment, unit or similar organization. The commanding officer shall account, by proper vouchers to the city, for the expenditure of the moneys so appropriated, and no appropriation shall be made for any subsequent year until the expenditure of the previous year shall have been duly and satisfactorily accounted for.
The accounts of such expenditure shall be subject to the inspection of the Department of Military Affairs, and shall be audited by the controller of the city.
