Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 5423. Intergovernmental and interstate cooperation;  authority for expenditures

Municipalities which provide or jointly cooperate in the sponsorship, establishment, administration, maintenance and operation of social service programs to the poor, the disabled and the aging and for sites of established historical, or esthetical value pursuant to the act of July 12, 1972 (P.L. 762, No. 180),  1 entitled “An act relating to intergovernmental cooperation,” may expend or use all or part of any moneys received as payment to local governments pursuant to Title I of Public Law 92-512, the “State and Local Fiscal Assistance Act of 1972,”   2 for such purposes.
