In case of any dispute or difference of opinion existing between the department or board or bureau of health 1 and any person, firm or corporation, as aforesaid, regarding the construction of plumbing, house or building drainage or cesspools, the same shall be submitted by either party to the director of the department of public safety, or the presiding officer of the department or board or bureau of health, together with the two plumbers of the examining board who are in no wise connected with the city or municipal government, who shall pass upon the same, and whose findings therein, after hearing, shall be final and conclusive upon all parties.
