Water-closets must not be located in sleeping apartments, nor in any room or compartment which has not direct communication with external air, either by window or air shaft of at least four square feet, or mechanical ventilation equivalent to six changes of air per hour.
When water-closets are located adjacent to kitchens or dining rooms, an intervening vestibule of at least three feet square must be provided.
