Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 4613. Floor drains

Floor, French or other drains will only be permitted when it can be shown, to the satisfaction of the board or bureau of health,  1 that their use is absolutely necessary, and arrangements made to maintain a permanent water seal in the traps, and be provided with check or back water valves where warranted.

1  The powers and duties of the former Bureau of Health of cities of the second class have been transferred to the Department of Health.
