It shall be the duty of the bureau of building inspection in said cities to enforce the provisions of this act. It shall be the duty of the councils of said cities to enact such ordinances as may be necessary for the proper enforcement of this act, and to prescribe reasonable penalties for non-compliance therewith. Any inspector appointed in pursuance of the provisions of this act, or in pursuance with the provisions of any such ordinance, shall be a competent plasterer of at least ten years' practical experience.
