Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 4000.1708. Withholding of State funds

In addition to any other penalties provided in this act, the department may notify the State Treasurer to withhold payment of all or any portion of funds payable to the municipality by the department from the General Fund or any other fund if the municipality has engaged in any unlawful conduct under section 1701.  1  Upon notification, the State Treasurer shall hold in escrow such moneys due to such municipality until such time as the department notifies the State Treasurer that the municipality has complied with such requirement or schedule.
