At the request of a host municipality, the department may reimburse a host municipality for costs incurred for an independent permit application review, by a professional engineer who is licensed in this Commonwealth and who has previous experience in preparing such permit applications, of an application under the Solid Waste Management Act, 1 for a new municipal waste landfill or resource recovery facility or that would result in additional capacity for a municipal waste landfill or resource recovery facility. Reimbursement shall not exceed $10,000 per complete application.
