The county commissioners of counties of the fourth class, and council of cities of the third class, are hereby authorized and empowered to appropriate annually from the county treasury, or city treasury, such sum or sums of money as may be deemed advisable, to any State park, or State park and harbor commission, to aid in the construction, improvement or maintenance of roads within the limits of such park, and for the development of such park: Provided, however, That no such moneys shall be appropriated for expenditures beyond the territorial limits of such county.
