The municipal and other corporation or public officers, or authorities owning or having charge of any park or public grounds in cities of the first and second class, may enter into an agreement with any railroad company, maintaining and operating a railroad within this State, defining and fixing the manner, terms and conditions upon which such park or public grounds, or any portion thereof, may be used and occupied by said railroad company or its duly authorized lessee with tracks and passenger or freight terminal facilities.
