Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 2869. Notice;  registered mail;  publication

The viewers shall give notice to all persons against whose property benefits have been assessed, of a time and place when and where the viewers will meet and exhibit their schedule and hear all exceptions thereto.  Such notice shall be given by registered mail addressed to the last known post office address of the owner or reputed owner of the property, and by publication once a week for two weeks in at least two newspapers of general circulation in such municipality or in the county if so many be published therein.  The failure of an owner to receive the registered notice shall not be deemed to invalidate the proceedings, but in such case the notice by publication shall be deemed sufficient.
