Whenever, in the opinion of the said bureau of health, any privy vault shall need cleaning, it shall be the duty of said bureau to notify the owner, agent or occupant to cleanse the same within a period named in said notice, and if the person so notified shall fail to comply within the time mentioned, said bureau of health is hereby authorized to cause said vault to be cleaned, and the person so failing to comply with said notice shall be subject to all the penalties prescribed in section eleven of this act. 1 Nothing in this section shall discharge the owner, agent or occupant of the premises from any liability otherwise provided to pay all the expense of such cleaning.
