If any person shall suffer or permit any cellar, vault, privy, water closet, drain pipe, pool, sewer, sink, or any plumbing whatever, in or upon any premises belonging to or occupied by him or her, to become foul or offensive, he or she shall be subject to all the penalties prescribed in section eleven of this act, 1 and to like penalties for every day the same shall continue after notice to remove, abate or correct the same.
