There is hereby created and established a bureau of health in cities of the second class in this commonwealth, which bureau shall be connected with and under the control of the department of public safety of said cities. The director of said department shall appoint a superintendent, and such other employés in said bureau as shall from time to time be necessary to perform the duties thereof. The councils of said cities shall fix the compensation of all persons so employed.
