The civil service commission, in each city of the second class, shall employ a chief examiner, who shall also act as secretary, and such other clerks, examiners, and employés as it may deem necessary or proper to carry out the purpose of this act. The clerks, examiners and employés shall receive salaries, to be fixed by the civil service commission and approved by the mayor. Councils shall annually appropriate the sums necessary for the work of the commission.
