To prevent and punish horse-racing, fact driving or riding in the streets, highways, alleys, bridges, or places in the city, and all games, practices or amusements therein likely to result in danger or damage to any person or property; and to prevent and punish the riding or driving of horses, mules, oxen, cattle, or other teams, or the passage of any vehicles drawn thereby, over, upon or across sidewalks, and to regulate the passing of the same through the public streets.
