Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 22625. Drawing of appropriations regulated

He shall not suffer any appropriation to be overdrawn, or the appropriation for one item of expense to be drawn upon for any other purpose, or by any department other than that for which the appropriation was specifically made, except on transfers made by ordinance of councils;  or unless sufficient funds, out of which said warrant is payable, shall actually be in the treasury at the time.
