Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 22604. Drawing money from treasury

No money shall be drawn from the city treasury except by due process of law, or upon warrants on the treasurer, or by checks signed in the manner prescribed by the council and countersigned by the controller which warrants or checks shall state the consideration of the same and the particular fund or appropriation to which the same is chargeable.
