For all breaches of the ordinances of the city of Philadelphia, where the penalty demanded is fifty dollars and upwards, actions of debt shall be brought in the corporate name of the city of Philadelphia, and the provisions of the act of May seventh, Anno Domini eighteen hundred and fifty-seven, 1 so far as inconsistent herewith, are hereby repealed.
