In addition to the remedies now provided by law for the recovery of the penalties imposed by the seventeenth and eighteenth sections 1 of the act to which this is a supplement, and which have been or may hereafter be incurred, in action of debt, in the name of the said guardians, 2 may be brought therefor in any court, or before any magistrate having jurisdiction of the amount claimed against the master, and owners and consignees, or any or either of them, of any ship or vessel now declared by the nineteenth section 3 of the said act to be liable for any such penalties.
