Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 16872. Councils to require owners to clean same;  fine in case of refusal a lien

The city councils   1 of Philadelphia shall have authority, by ordinance, to direct owners of dock and wharf property to clean their docks after certain notification by the proper officer of the city government, with power, in case of refusal or neglect on the part of any party thus notified, to cleanse such docks, and to enter liens against the surrounding property for its respective proportion of the expense attending such work.

1  Now city council.  See 53 P.S. § 12521.  Powers transferred to board of port wardens by 53 P.S. § 16873, which board was abolished and powers vested in commissioners of navigation by 55 P.S. §§ 1 to 5, 6 to 9 (repealed), 10 to 15.
