For the purpose of making the said surveys and soundings, the said surveyors, or either of them, shall have full power and authority, with or without their or his assistant or assistants, to enter upon the land of any person or persons adjoining or near to the said river Schuylkill, as they may find necessary or convenient; and all expenses of making the said surveys, plans and reports shall be paid by the commissioners of the county of Philadelphia.
