Pennsylvania Statutes Title 53 P.S. Municipal and Quasi-Municipal Corporations § 16836. Establishment of wharf lines on Schuylkill river

The principal or assistant surveyor of the city of Philadelphia, and the recording or other legally appointed surveyors of the districts of Spring Garden and Moyamensing, and the surveyor of the township of Blockley, are hereby authorized and empowered to survey, lay out and take proper soundings of the channel on each side of the river Schuylkill, from Fairmount to the river Delaware, for the purpose of establishing wharf lines thereon, and make a correct plan thereof, with all necessary explanations, which plan, when approved by the board of port wardens of the port of Philadelphia,  1 shall be returned into the office of the clerk of the court of quarter sessions for the county of Philadelphia;  and the said court shall thereupon appoint a time and place to hear any objections that may be made thereto by the owner of property adjoining said river who may think him or herself aggrieved thereby, of which at least ten days' notice shall be given by advertisement in two or more newspapers published in the city of Philadelphia;  and if any person shall appear and object to the survey and wharf line so marked and laid out, it shall be the duty of the said court of quarter sessions to decide upon such objections, and whether any and what alterations shall be made therein, and further direct the said plan, with their adjudication thereupon, to be recorded or filed in the office of the clerk of the said court, which survey and wharf lines shall thereupon be and remain unalterable.
