All and singular the powers and authorities now conferred by law on the board of health, in the city of Philadelphia, in respect to the removal of nuisances, be and the same are hereby extended to all property situate on any public highway of the said city, and all laws inconsistent herewith are hereby repealed: Provided, That to authorize any such removal the alleged nuisance shall be located within one hundred yards of some dwelling-house.
