The city of Philadelphia is hereby authorized to furnish water from the water-works lately belonging to the Chestnut Hill water company, to any of the residents of the township of Springfield, in the county of Montgomery; and the said city shall have and may exercise in the said township of Springfield any and all of the powers, rights and privileges relating to the laying of water-pipes, the assessment of taxes or charges therefor, the filing of claims for the same, the lien of claims, the regulation of the use of the said water, and the collection of water-rents, which the said city now has, or hereafter may have, under the laws of this commonwealth, in the city and county of Philadelphia: Provided, That the claims before referred to shall be filed in the office of the prothonotary of the court of common pleas of the said county of Montgomery.
