The title to and ownership of the area of ground which is bounded as follows: * * * shall be vested in the city of Philadelphia, to be laid out and maintained forever as an open public place and park, for the health and enjoyment of the people of said city, and the preservation of the purity of the water supply of the city of Philadelphia.
