The buildings, when so erected, shall be under the administration, supervision, and control of the city of Philadelphia, acting by the Department of Public Health and Charities, which department is hereby authorized to make rules and regulations for the admission and discharge of feeble-minded and idiotic persons, for their maintenance, care, government and control while inmates thereof, and for the supervision and management of the said buildings and institution. Such rules and regulations shall be approved by Councils 1 and by the Board of Public Charities before they shall become effective, and no changes in such rules and regulations shall be made without the approval of the said board of public charities and of said councils.
