The board of health of the city of Philadelphia shall have, for the collection of all debts due the department of health of the city of Philadelphia, all the powers now conferred upon the receiver of taxes of the city of Philadelphia for the collection of delinquent taxes, by the act entitled “An act to incorporate the city of Philadelphia,” approved the second day of February, Anno Domini one thousand eight hundred and fifty-four, 1 and all the supplements thereto: Provided, That nothing herein contained shall be so construed as to authorize any collector or collectors to collect any commission, fee or charge for the board of health of the city of Philadelphia.
