All sales, which shall be made in suits instituted by such receiver of taxes, or under his direction, in behalf of any such city, on a judgment regularly obtained, shall vest in the purchaser a good and sufficient title to the premises sold, subject to the right of the delinquent owner to redeem the same, which is hereby limited to two years from the date of the acknowledgment of the sheriff's deed therefor, upon his payment to the purchaser, of the amount bidden at such sale, with ten per centum thereon, and all costs, charges and expenses.
