The obligations of revenue bonds or notes issued pursuant to this act shall not constitute debt of a city within the meaning of the Constitution of Pennsylvania; such bonds and sinking funds for the payment of the principal thereof or the interest thereon shall not be included in any computation of the net indebtedness of the city; and such bonds may be issued without limitation as to the principal amount thereof.
