In rural districts, or districts where no sewer exists, privy vaults shall not be located within two feet of party or street line, nor within twenty feet of any building. Before any privy vault shall be constructed, application for permission shall be made to the Department or Board of Bureau of Health, 1 and such privy vault shall have nine-inch walls, constructed of hard burned brick, or stone, laid in cement mortar, or of concrete, with bottom and sides cemented so as to be water-tight; size to be not less than four feet in diameter and six feet deep.
