The Director of Public Safety is hereby empowered to appoint such office assistants as the city council may allow, as being necessary for the proper and efficient conduct of his office: Provided, nevertheless, That all rules and regulations heretofore made by councils, at any city of the first class, for the regulation and conduct of the office of Fire Marshal, not inconsistent with the terms of this act, shall be valid and binding.
