The director shall have charge, control, and supervision of all the wharf and storage property belonging to the cities of the first class, including all wharves, piers, bulkheads, docks, slips, basins, structures thereon and approaches thereto, storage facilities and waterfronts, lands under the water and structures thereon, and the appurtenances, easements, uses, reversions, and rights belonging thereto, which are now or may hereafter be owned or possessed by said cities; of the repairing, building, rebuilding, maintaining, altering, strengthening, and protecting said property, and every part thereof, and of all the cleaning, dredging, and deepening in and about the same.
