Cities of the first class be, and they are hereby, authorized to establish and organize a Bureau of Music, to be attached to, and be a part of, the Department of Public Welfare of such cities; and to appropriate funds for the support, maintenance, and uses of such bureau; said bureau shall supervise and control, all musical activities of such cities, may organize, equip, and hire bands, orchestras, choruses, and other musical units; may take such steps as may be deemed necessary, advantageous, or proper, for advancing the standing of such cities as musical centers; may offer and furnish its services for the coordination and fostering of musical movements and activities; may organize a municipal chorus, or choruses; provide for the entertainment, instruction, edification, and pleasure of the community by promoting an interest in, and love for, music; organize a municipal orchestra of professional musicians for free public concerts; have the custody, charge, and control of all musical scores and instruments and other musical property owned by such cities; may provide a practice room to accommodate choral and orchestral groups; may organize, or aid in the organization of, the celebration of public holidays, and events, community sings, the reception of distinguished visitors, the promotion and spread of interest and participation in Christmas and Easter carols, and in all efforts for the advancement, enjoyment, and instruction, free to the public, of music and musical efforts, and shall take any and all other action for the promotion of the musical interest and culture of such cities as may be directed, or authorized, by ordinance.
