The city controller shall appoint a deputy controller, who shall have power to administer oaths and affirmations in all matters relating to accounts against the city, and who, in the absence or incapacity of the city controller to act, shall possess all the powers and perform all the duties of the city controller until the incapacity or inability of the city controller is removed or until a new city controller is elected or appointed and qualified. The city controller shall be responsible for the acts of such deputy. The city controller shall also appoint such other officers and employes as may be provided for by ordinance.
