The board of health shall consist of the director of public health, who shall be president thereof, and two other members, who shall be appointed by the mayor, by and with the advice and consent of the council, and shall hold office during the term for which the mayor appointing them was elected and until their successors shall be appointed and qualified. Two of the members of the said board shall be physicians. The said board shall be attached to, and be a part of, the department of public health, and shall have the powers and duties now vested in it by law.
