(a) Earned income tax on nonresidents.--A distressed municipality subject to this chapter or Chapter 7 1 may not petition a court of common pleas for an increase in the rate of an earned income tax imposed on nonresident workers under section 123(c) 2.
(b) Municipal debt adjustment.--A distressed municipality subject to this chapter or Chapter 7 may not file a municipal debt adjustment action under the Bankruptcy Code (11 U.S.C. § 101 et seq.) except to the extent authorized under Chapter 7.
