If a county planning agency has been created for the county in which the municipality is located, then at least 45 days prior to the public hearing required in section 302 1 on the comprehensive plan or amendment thereof, the municipality shall forward a copy of that plan or amendment to the county planning agency for its comments. At the same time, the municipality shall also forward copies of the proposed plan or amendment to all contiguous municipalities and to the local school district for their review and comments.
